The work of preparing for publication of the Official Records of the Union and Confederate Navies in the War of the Rebellion, which was begun 7 July 1884, was organized under the superintendency of Professor James Russell Soley, United States Navy, at that time librarian of the Navy Department, afterwards Assistant Secretary of the Navy.
